China role in peaceful world questioned

Despite its rising power and wealth, China may not be willing or ready to play a responsible role in an international system aimed at encouraging peace and stability, a commission set up by the U.S. Congress said in a report released on Monday.

Isn't this a bit like producing a report for the American Congress that says there are too many gun deaths in Britain? Too many stupid children in Japan? Too much drug addiction in Singapore?

China isn't ready to encourage peace and stability?! The United States hasn't gone a decade since the 1800's without being involved in a war!
